Use Classifications for Surface Water in Colorado

For each classified stream segment, numeric water quality standards are adopted that are intended to maintain water quality at a level sufficient to protect the classified uses.

Even where classified uses can be agreed upon, there can be substantial debate over the appropriate numeric standards for a site-specific segment, largely because more stringent numeric standards can have a major impact on discharger's treatment costs.
